Presidential Decree was adopted "On measures to improve the quality of continuing education and scientific efficiency in chemistry and biology".
According to the decree:
- 14 basic schools specializing in chemistry and biological sciences will be gradually established in each region of the Republic;
- 150 schools specializing in in-depth teaching of chemistry and biology will be established in districts (cities);
- from January 1, 2021 the salary of teachers of chemistry and biology and administrative staff admitted to specialized schools will be increased to 50%;
- State Test Center will introduce a national certification system for assessing knowledge in chemistry and biology by February 1, 2021. Students with a national certificate are exempted from taking a test in chemistry or biology when entering a public university and are given a maximum score;
- From 2021, the Abu Rayhan Beruni International Science Olympiad in Chemistry and Biology will be held every two years among university students;
- The winners of these competitions will receive a one-time award and the right to study for a master's degree in the relevant field on the basis of a state grant without an exam;
- Winners of the Republican Olympiad in Chemistry and Biology among students of universities and winners of prestigious international Olympiads in Chemistry and Biology will be admitted without exams on the basis of state grants within the quota for master's degree programs;
- From the 2021-2022 academic year, all universities that train personnel in the field of chemistry and biology will hold its own multi-level (district (city) - region - higher education) chemistry and biology Olympiad among high school graduates and winners (1-3 places) will be admitted to the university without exams at the expense of the university;
- Professors and teachers who have prepared the winners of the Olympiads, starting from 2021, will be paid an amount of 100% of their salary, and professors and teachers conducting extracurricular activities for chemistry and biology students will have a pay-rise of 25% of their salary.
- Graduates of higher educational institutions with honors in chemistry and biology are admitted to the master's program of these institutions on a payment-contract basis without additional examinations;
- Masters of Chemistry and Biology with honors are admitted directly to the doctoral program without examinations.
